Louisiana Pedestrian & Bicyclist Safety and Laws

For information on all laws relating to motor vehicles and traffic regulation, including pedestrian and bicycle laws, visit the Louisiana State Legislature's Web Portal.

Specific regulations pertaining to pedestrians and bicycles include (but are not limited to):

RS 32:193Operation of bicycles; general provision
RS 32:194Traffic laws apply to persons riding bicycles
RS 32:195Riding on bicycles
RS 32:197Riding on roadways and bicycle paths
RS 32:198Operating motorized bicycles
RS 32:199Bicycle helmets; restraining seats
RS 32:201Harassment of bicyclists prohibited; penalties

RS 32:203Motor vehicles operating in bicycle lanes

A Few Key State Bike Laws:
  • Obey all traffic laws, signs and lights just like you were driving a car. RS 32:194
  • Ride on the right, in the same direction as traffic, not against it. RS 32:197
  • Children under 12 must wear a helmet. RS 32:199
  • One hand on the handlebars at all times. RS 32:195
  • Ride no more than two side-by-side on the street. RS 32:197
  • Cars must maintain at least three feet from a bicycle when passing. RS 32:76.1
  •  It is unlawful to harass, taunt, or maliciously throw objects at or in the  direction of any person riding a bicycle RS 32:201
  • Bicycles must be equipped with a front-mounted white headlight and a rear-mounted red light when riding after dark RS 32:329.1

Complete Streets Laws in Louisiana

Under the Louisiana Department of Transportation and Development Complete Streets Policy, adopted in 2010, all Louisiana state road works must now consider the needs and safety considerations of all road users,  including cars, pedestrians, bicyclists, handicapped individuals, and youth. View the Complete Streets Workgroup Final Report (2010) for additional background on this policy.

In December, 2011, the City of New Orleans adopted a Complete Streets program to ensure that all road users are considered in the planning, construction, and reconstruction of local roadways as well. View the final, certified policy here.


Safety Tools

Manual on Uniform Traffic Control Devices (MUTCD)
The MUTCD defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways, and private roads open to public traffic. The MUTCD is published by the Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F.
